Are there only certain apps the iPad can download?
Is the new iPad version that they are coming out with still having issues with flash capabilities and adobe acrobat?

Flash based video issues on iPad is a bit of a nuisance to the users. I have read before that Steve Jobs specifically did not want Adobe Flash on iDevices. That is sad because there are so many websites that support flash based videos only, or like youtube most of their videos run on flash capable platforms.
Just recently, Apple solved this problem by updating their web browser Safari. The latest version of Safari browser supports HTML5, CSS3 and Javascript among others. It is due to these new web standards, Safari is now capable of playing flash based videos.
Another way to view flash videos on iPAd is by using flash capable browser apps available for iDevices. The most suggested browser app I have found is called Skyfire.
"The “Video” icon enables users to play millions of Flash videos around the web that otherwise do not play on mobile. This unlocks content trapped behind those error messages with question marks and blue Legos by transcoding the Flash content into HTML5 on Skyfire’s servers."
There are also other browser apps that you can check on app store or iTunes.
